Yes, you can do that!

Open your site in SharePoint Designer. This will display all the doc libs in the Folder List view. Right Click the doc lib for which you want to change the URL. Select “Rename” and rename the doc lib. This new name will be used in the URL. Dont worry if Designer doesn’t give you an option to save your changes. Renaming has already changed the URL for you. Go and check if you dont believe me :) .

Moreover, Name for your doc lib remains the same (old one) on the quick launch. If you go to Site Actions -> View All Site Content, you will see the new name given to your doc lib. If you think that name should be the same on Quick Launch and in “View All Site Content” listing for consistency, simply go to Doc Lib Settings, click “Title, description and navigation” link and give any name  to your doc lib (like the one on the quick launch) in the “Name” field. This will not change the URL.

If you open the site in designer now, you will see something like this:

Doc Lib URL name (Doc Lib Name/Title)…………………………………..confused? :)

Examples are great:
HR Mgmt (HR Management)

Where “HR Mgmt” is used in the URL to keep it short and HR Management is used as the Name/Title of doc lib on the quick launch.

Hope this helps….
